On behalf of the organizing committee, I am thrilled to extend a warm welcome to all of you as we prepare for our Annual Western Regional Fall Board Meeting (WRFBM). This year's WRFBM will be held at the Gateway Sheraton Hotel located in Los Angeles, CA.

The room block is being hosted at the Gateway Sheraton Los Angeles Hotel located at 6101 W Century Blvd, Los Angeles, CA 90045. The contracted room block is good from Tuesday, October 14th - Wednesday, October 22nd, 2025. Sheraton Gateway Los Angeles Hotel is set around a 10-minute ride from Fox Hills in Los Angeles. This hotel offers a private parking lot on site and a heated swimming pool.

The accommodation in the LAX district, 1.8 km from Tom Bradley International Terminal. Also, this property provides access to sport attractions such as the municipal 9-hole Lakes at El Segundo Golf Course, which is about a 10-minute ride away. Sheraton Gateway Los Angeles Hotel offers 803 rooms with tea/coffee making equipment, and such modern conveniences as a flat-screen TV with satellite channels. Hotel Shuttle Service
As a courtesy, Gateway Shaeraton Los Angeles Hotel guests are provided daily shuttle transportation to Los Angeles International Airport and back to the hotel, from 5:30 am–10:00 pm. Valet parking at the Gateway Sheraton Los Angeles Hotel is managed by a third-party service and costs $40.00 per day, including in-and-out privileges for overnight guests. Self-parking is available for WRC registrants not staying at the hotel at a rate of $24.00 per day, without in-and-out privileges. The Goal
The goal of the WRFBM is to impart an unwavering enthusiasm, pride, and affinity for the Sigma experience into the hearts and minds of all who participate. It is also allows officers and directors to report and review performance, consider policy issues, address major problems and perform the business of the Region.

Proposed Meeting Rules

Parlimentation Rules

1. The rules contained in the current edition of Robert's Rules of Order Newly Revised 12th edition shall govern the Western Region Fall Board Meeting (WRFBM) in all respects when not inconsistent with the Constitution and Bylaws of Phi Beta Sigma Fraternity’s Western Region or these rules.

Registration and Login


2. In order to login and participate in Phi Beta Sigma Fraternity, Inc., Western Region Fall Board Meeting (WRFBM) members of Phi Beta Sigma Fraternity, Inc., shall be duly registered.

Business of the Assembly

3. When seeking recognition during the meeting, a member must await recognition by the presiding officer (Chair) before speaking. Once recognized, he shall state his name and the name of the Chapter he is affiliated with before addressing the presiding officer. A member-at-large shall state his name and his member-at-large status. Any member then seeking preference in recognition shall promptly raise their hand again.
4. Only Board Members (or their designee) may make and speak on motions. No member shall speak more than once to a question until all of those who desire to speak have done so. Debate on a pending motion shall not exceed two (2) minutes per speech, unless the assembly of registered Board Members approves by a 2/3 vote to Limit or Extend the Limits of Debate.
5. All Motions requiring a second are deemed seconded.
6. No member may use profanity when addressing the presiding officer or another member of the board during the board meeting. Should a member violate this rule, he will be fined $5.00, which must be paid to Phi Beta Sigma Fraternity, Inc., Western Region, and each time profanity is used by the offending member. The Sergeant-atArms shall collect payment for the fine and turn over all monies paid to the Western Region Secretary, who will record monies collected and turn over to the Western Region Treasurer for deposit in the Western Region Treasury account.
7. All reports and materials for permanent record shall be legibly printed or written electronically and provided to the Western Region Secretary after presentation.
8. Notices for announcements to the Board Meeting attendees shall be in writing, signed by the person or the proper representative of the person under whose authority the announcement is issued and shall be sent to the of the Western Region Secretary electronically. Announcements will be made in accordance with the Board agenda.
9. Any member entering the meeting late or arrives after the official reconvening of the board meeting shall be fined $1.00, which must be paid to Phi Beta Sigma Fraternity, Inc., Western Region prior to being seated. The Sergeant-at-Arms shall collect payment for the fine and turn over all monies paid to the Western Region Secretary, who will record monies collected and turn over to the Western Region Treasurer for deposit in the Western Region Treasury account.
10. Members who do not pay an assessed fine shall be asked to depart and log off from the meeting they accrued the fine in until such time they are able to pay the fine.
11. Microphones shall remain off until recognition by the chair unless an interrupting motion (examples: Raise a Question of Privilege or Call for the Orders of the Day) is being acknowledged.
12. Phi Beta Sigma Fraternity, Inc.’s Western Region Fall Board Meeting Rules shall be posted virtually while read, and placed in the Regional Portal after approval.
13. * Recommendation: All members use an electronic form of payment (i.e.) Zelle, Venmo, or Cash App to pay fines.
